someone else commented as well "I am getting this issue on many pages as well. It's preventing the page from scrolling right away when I start scrolling because it scrolls the internal bar first"

I had this occur on Windows 11 on Chrome, but I discovered that I think it only happens when I am logged in. If I am not logged in, there is just one scroll bar. If I am logged in, I get the full page scrollbar (that scrolls the whole page) and a smaller scrollbar page-internally that only moves a tiny bit when scrolled. This issue was reported by Victor who is a student worker without edit permissions to the site, so I don't think this issue is specific to me as someone who can see the editing menus (I'm unsure what browser/OS he was using). Jim is using Windows and Firefox and is NOT getting the multi-scrollbar issue.

I'll move it to Phase 2 for now; I'll send Sarah and Jim a message that we would need some screenshots and device + browser combos to be able to troubleshoot this effectively.
