the main page is a massive image of "Content Filter" site search.
all the images are so big you don't know there is text below them to scroll to.

It sounds like the user ended on the 404 page. The page isn't clearly labelled, so I can understand the confusion. I'll add a heading on that page to clarify. I think this was a user error when attempting to follow the "cache breaking" instructions. When you type in something like msi.dev.umn.edu/asdjkakdhj (not a real page, and not a fake search), it goes to the content filter/search page. In any case, if someone goes to a page that doesn't exist, a heading would be great to indicate it's not a real page, but they can search for what they were looking for!
