Historically we have scoped, then quoted but its not serving us too well with this crew so wondering if we can scope and dev in one quote - I know its very unpredictable this way hence unsure if we should do it - trying to see how we can speed things up and it feels like this way there should be less obstacles but it has its own risk in that we are not sure what were building yet BUT we can take an educated guess because its a template / blocks situation? Please let me know what you think
